THEMinister of Transport has dismissed an appeal by Graham Brothers and R. and M. Bissett Ltd. against a decision of the Northern Traffic Commissioners granting to Wilkinsons Motor Services Ltd. a variation of their licence conditions for excursions and tours from Spennymoor so as to introduce a three-day tour to Blackpool.

In the Minister's view the three-day tour from Spennymoor to Blackpool during the week-ends of the illuminations, leaving on Friday evenings, was likely, because of the lower fare, to abstract from the corresponding timing on Primrose Coaches' express service, but less likely to abstract from their Friday morning timing which gave the advantage of a longer stay in Blackpool.

The Minister also noted that Wilkinsons produced no evidence of need from potential users of their proposed excursion. But he agreed with his inspector that the fact that this excursion offered a cheaper fare and one that would be Available from a number of other places in the area as a result of other grants made by the Commissioners, was a very relevant consideration.
