Which of the following most accurately describes the problem?

QINCE publication of the interim report os-.7 on road haulage rates on June 28, the National Board for Prices and Incomes has been probing further into road haulage efficiency. To supplement the first survey of hauliers' costs and operational experience necessarily limited by the urgency of this interim report, more comprehensive inquiries are now being conducted as to costs and productivity in the industry. Hauliers are also being asked as to the extent to which they applied the 5 per cent increase in rates recommended by the Road Haulage Association.

Despite the Board's preoccupation with other reports dealing with six other industries, the final road haulage report is expected this autumn. It will contain proposals for action to improve produc(ivity and efficiency in addition to reporting the findings of its inquiries. To this end a visit to Holland is envisaged to examine methods of centralized control adopted there to reduce empty running. Other examples providing opportunities for more efficiency operations will also be examined.

Concurrently the RHA is implementing the Board's recommendations in the interim report that the Association should promote greater accounting responsibility in the industry. To this end the Association is in the process of conducting a full inquiry into the vehicle operating costs of its members. Provision will necessarily be made for the extreme variety of operation which the Board noted was a striking feature of the road haulage industry.
