Which of the following most accurately describes the problem?

TWO new moves are under considera

lion to break the latest deadlock over the introduction of liner trains. They follow the refusal of the executive of the National Union of Railwaymen to heed their own leaders' advice and accept the British Railways Board's terms, writes our Industrial Correspondent.

The first of the moves is a possible meeting between Mr. Stanley Raymond, chairman of the British Railways Board, and the full 24-man executive of the union. It was hoped that at such a meeting Mr. Raymond might he able to win over the executive to acceptance of the railway proposals. At worst, he would find out what further. safeguards they required.

The second move being considered is at Government level—a meeting between Mr, Tom Fraser, the Minister of Transport, and the NUR. Its purpose would be the same: to persuade them to change their minds
