Which of the following most accurately describes the problem?

THE Ministry of Transport announced yesterday that from January 1, 1967, all new commercial vehicles will have to meet the same braking efficiency requirements as those currently in operation for vehicles up to 30 cwt. unladen weight. These specify minimum efficiencies of 50 per cent on service brakes and 25 per cent on handbrakes.

Pending the introduction of his already-announced scheme to plate all goods vehicles over 30 cwt. in connection with an annual testing scheme, the Minister of Transport, Mr. Tom Fraser, is also to introduce a requirement that all goods vehicles and trailers over this weight registered on or after January 1, 1967, will have to be plated for maximum gross weight.

Regulations setting out the proposals have been circulated to all interested organizations. The Minister has asked for comments by mid-October, saying that he hopes to lay regulations before Parliament this year. It was further stated yesterday that the draft regulations are only part of the Minister's plans to tighten up the Construction and Use Regulations. Further proposals will be made during the coming months. Presumably this is a reference to the introduction of standards for emission of black smoke, and possibly noise, from commercial vehicles.

In preparing the new regulations Mr. Fraser received much assistance from his working party on brakes (comprising representatives from operators, manufacturers, trade unions and motoring organisations); the working party is continuing its studies The Minister intends to bring into force braking regulations for existing vehicles, and this problem is one that is involved in the working party's continued studies. It is hoped to reach agreement on efficiencies for existing vehicles which it would be reasonable to impose during an interim period, pending improvement of braking systems or (where this is impossible) replacement of the vehicles by safer ones.

Design improvements are included in the draft regulations. Specifically mentioned are better parking brakes and split braking systems for certain vehicles not exceeding 12 tons gross weight and for dual-purpose vehicles or passenger vehicles carrying not more than eight people. All motorcars and heavy motorcars, and certain trailers, will be required to have all-wheel braking; braking regulations for combinations of vehicles and trailers are to be amended to improve and clarify the requirements.
