Which of the following most accurately describes the problem?

• More than 4,700 restricted operating licences were issued in Northern Ireland in the year to 31 March after new operator licensing rules were introduced in the country in July 2012. Statistics published by the Department for Regional Development show 4,724 restricted licences were issued during the year, alongside 394 national and 1,453 international 0-licences (turn to page 26 to read our interview with Northern Ireland's regulators).

• Plans to charge hauliers up to £3 for using the A14 amount to a "toll tax", the Suffolk Chamber of Commerce has warned. It comes as it launched a campaign against plans to construct a toll road in Cambridgeshire and follows the launch of the Road Haulage Association's Say No To A14 Toll campaign last week.

• Essex-based operator Dunmow Waste Management has added the first Renaults to its fleet. The order includes two Kerax 430.32 8x4 rigids fitted with Hyva hook lift bodies, drawbar capability and optidriver gearboxes, as well as a Premium 460.25 6x2 tag axle tractor unit. The firm previously ran a 20-strong fleet of Daf and Mercedes-Benz trucks.
