Which of the following most accurately describes the problem?

With regard to digital tachographs and their proposed introduction in 2004, I have yet to read of any reason why they are deemed necessary.

Personally all I can see is increased expense and bother for vehicle owners and drivers, The tachographs will cost plenty to buy, as will the computers for downloading their data.

The cost of employing the extra civil servants needed to distribute the driver cards will no doubt be reflected in their price, along with a bothersome application process. Perhaps we could try passing on the extra costs to customers, who are always unsympathetic to increasing costs!
