Which of the following most accurately describes the problem?

FOR MANY YEARS, lorry Jrivers and police have trotted out a common-sense view of the 40mph single-carriageway speed limit.

All-seeing, unthinking cameras that can't spot an HGV in a line of cars have changed all that.

To set the limit to 50mph, which is far more relevant to today's vehicles and conditions, we need a campaign of civil obedience — prearranged, well publicised days when all HGVs strictly observe the 40mph limit.This will infuriate other road users.

Flouting the law won't get it changed; obeying it might!
