Which of the following most accurately describes the problem?

SO NOWTHERE is talk of upping the fine for using hand held mobile phones from i.30 to £60, plus three points, because last year 20,000 fines were issued.

Well, we are happy for people to gabble away losing concentration on their hands-free! We also seem to be happy for coach drivers to give running commentaries while driving.

Up here the most interesting parts are also the most inaccessible. Imagine meeting a coach with 50 passengers on a single track with passing places and the driver's talking away!

It's not just the cowboy operators doing it either. Some operators even proudly proclaim it in their brochures.
