Which of the following most accurately describes the problem?

control drivers' hours, driver fatigue will cause a major accident, says United Road Transport Union general secretary Frank Griffin in an open letter to Roads and Traffic Minister Peter Bottomley.

Griffin calls for a tighter monitoring of tachograph chec the introduction of a clear serial numbering of tachograph charts and a law penalising people who fail to file charts in good order.

"The serialisation of numbers would immediately attack the cavalier fashion in which many parts of the industry approach the use of the tachograph discs," he says.

The letter echoes a report presented to Bottomley in March by the Lancashire Constabulary. The police said that driver fatigue was a primary cause of many accidents and pressed for changes similar to those suggested by Griffin.

His letter attacks Bottomley for ignoring the police report, arguing that "prevention is the best form of cure".
