THE HEAVY goods vehicle inspection service within the Department of Transport is being developed as a separate accountable unit with substantial responsibility, according to Transport Minister Lynda Chalker.

— Speaking at a special oneday seminar on the Government's Financial Management Initiative, Mrs Chalker said that activities concerned with tax collection, licensing and regulation were being developed as separate businesses with their own management account systems.

They would identify the costs of individual activities and would be used as a basis for setting fees.

Vehicle inspection was an interesting example said Mrs Chalker. Inspecting commercial vehicles was a highly specialised activity, which was essential for safety, but which also had to provide a good service to the operators.

Following the decision not to privatise it, it was being developed separately.

CONSTRUCTION of the A39 Barnstaple by-pass in North Devon would bring benefits to the economy and environment of the town, the British Road Federation has told a Department of Transport inquiry inspector.

It said the by-pass would remove holiday traffic from the existing single-carriageway road, and would reduce the potential adverse effect of the completion of the North Devon link road in 1989.
