Which of the following most accurately describes the problem?

LABOUR LEADER Neil Kinnock has appointed Mrs Gwyneth Dunwoody as his new Shadow Transport Secretary, following last week's Shadow Cabinet elections.

Mrs Dunwoody replaces John Prescott, who has been promoted to Shadow Employ ment Secretary after what had been regarded as a successful year opposing Transport Secretary Nicholas Ridley.

But when CM went to press it was not known whether Peter Snape would continue as the Junior Labour Party spokesman.

Mrs Dunwoody, who is on the right of the Labour Party, last year became responsible for party campaigning after she refused to accept previous jobs that she was offered by Mr Kinflock.

She has taken some interest in the transport industry; in October 1980, she called for import controls on Japanese cars.

Daughter of former Labour Party general secretary Morgan Phillips, Mrs Dunwoody, who is 53, has been variously described as a "battling butterball" and as having "all the charm and finesse of a sledgehammer".
