Which of the following most accurately describes the problem?

THE Government's plans to deregulate the bus industry met with heavy criticism from peers in a short debate in the Lords last week.

The attack was led by the Conservative peer Lord Teviot, a former bus driver and conductor, who warned that the whole provision of bus services was likely to be stood on its head.

The deregulation of coach services had deprived many people of services.

Lord Teviot said that in fact the control by the County Council in the trial area at Hereford was more bureaucratic and restrictive than that experienced under the Traffic Commissioners.
