Which of the following most accurately describes the problem?

THE BUS and Coach Council is fundamentally opposed to the Government's proposal that any taxi may ply for hire at separate fares.

It is not, however, totally opposed to the prospect of taxis and licensed hire cars operating registered local bus services in some circumstances, but in a response to the buses White Paper-it said that such vehicles, operators and drivers should be subject to standards comparable to those set for bus operators, including the requirement to comply with drivers' hours rules.

BCC also thinks that taxis should be banned from using bus stops at all times, except when operating a registered bus service and has reservations about the proposed reduction of the power of district councils to restrict the number of taxi licences issued.

It thinks that insufficient regard has been given to the adequacy of existing taxi ranks and the related problem of circulating taxi traffic when they are full.
