Which of the following most accurately describes the problem?

A DEFICIT of £588,875 is envisaged for Liverpool City Council's transport department in 1967/68, Mr. A. Burrows, general manager, has reported. He told the council it is essential to rationalize the fare system to make the one-man operator's task as straightforward as possible and to take advantage of technical developments in ticket equipment.

"Consideration must also be given to the introduction of decimal currency in four years' time, and every effort made to adjust the fare system over those four years so that it can easily conform to the new decimal coinage," he said.

Decimal currency would mean that for one to two years, two types of coinage would be in use. Consequently every effort should be made to introduce equipment for passengers to buy in advance tickets automatically cancelled on the vehicle. "It would seem appropriate to develop a multi-journey ticket, i.e., giving five, 10 or 12 journeys at a particular fare."
