Which of the following most accurately describes the problem?

FOUR vehicles operated by J. Kimberly and Sons Ltd., of Stoke-on-Trent, operating on three different licences, were suspended by Mr. J. Else, the West Midland LA in Birmingham this week. The company operates a total of 30 vehicles.

Mr. Kimberly told Mr. Else that his company had employed a night-shift to service the vehicles but it had come to his notice that due to lack of supervision the system was not working. The company had been before the LA on two previous occasions and had received 15 convictions in the magistrates' court. This week it was called under Section 178 in connection with six prohibitions.

Mr. Else told Mr. Kimberly: "You are a convincing young man and it is only now beginning to dawn on me that the wool is being pulled over my eyes." Mr. Else said that the company had the facilities, the skill and the will to operate well maintained vehicles but the results were not emerging.

Mr. Else thought it was lack of preplanning which had caused the fleet to be in its present poor condition. After making his decision known, he warned Mr. Kimberly that he could not look for any extension of leniency should he be called before the court again.
