THE Licensing Authority responsible for granting authorization for journeys by heavy goods vehicles exceeding 100 miles will have power to grant special short-term authorizations quickly if rail services are interrupted.

Mrs. Barbara Castle gave this assurance in the Commons last week when she was questioned about the effect of possible rail strikes when her new transport plans come into operation.
