Which of the following most accurately describes the problem?

WHEN DMT Transport Ltd., Lincoln, applied on Wednesday to add four A-licensed articulated vehicles to carry machinery, tools, equipment, engineering products, agricultural produce and building materials to many parts of Britain, it was claimed that it guaranteed customers a personal service— and did not wish to sub-contract the traffic.

Managing director, Mr. William Walmsley, told the East Midland LA that with 14 A-licensed and two B-licensed vehicles the company was able to "keep customers happy" but had found it hard to meet demands. And they would not be able to handle the forecast increase in traffic for next year.

He said that DMT was an efficient company, operating efficiently and had to have room to expand.

Describing it as "an ambitious application", Mr. J. L. Williamson, for BRS, said there was no case to answer.

The application was refused.

Also at Lincoln on Wednesday, Lindsey Plant Hire Co. successfully applied for B licences for eight vehicles for site work which involved crossing a public road.

The applicant, Mr. K. Thompson, agreed to surrender the B licences when his contract at South Killingholme expired in about 18 months.
