The proposals, if adopted. wou d impose for the first time limits on t e length of load, in addition to those in width, and would require special di pensation to be obtained for the mov ment of loads exceeding 14 ft. in wid Mr. Arnold. who was speaking la Monday at a meeting of the Metr polita n Section of the Institute Transport, said that `the proposed ne restrictions would prove to be a unenforceable law, and art unenforceab law was a bad law.
