Which of the following most accurately describes the problem?

AS the result of negotiations which have taken place between A.R.O. and the bridges and highways committee of Northumberland County Council, the following terms and conditions of hire have been operating as from September 1 :—

Payment is based upon carrying capacity in accordance with the order of the divisional surveyor.

In the case of excessive mileage when on daily hire, the county surveyor has been authorized to agree with the operator concerned a payment of an allowance for such extra mileage. The allowance will not be based upon any definite mileage, but will be paid only in cases of exceptional daily mileage, and each case will be considered, and dealt with on its merits.

In respect of travelling time, the follciwing scale will apply with regard to payment between the operator's garage and the place of commencing work :-5 miles each way, no charge; over 5 miles up to and including 10 miles each way, 1 hour extra each day; over 10 miles up to and including 15 miles each way, lf hours extra each day; over 15 miles up to and including 20 miles each way, 2 hours extra each day.

Vehicles operating snowploughs are to be paid a 50 per cent, increase on the above rates.
