Which of the following most accurately describes the problem?

Keywords :

COMMENDABLE activity is being shown by the council of the Long Distance Road Haulage Association, the headquarters address of which is Transport House, 101, Water Lane, Leeds. The council has divided itself into sub-committees for the purpose of organizing a membership campaign.

In Birmingham Mr. C. J. Hurst has been appointed chairman of the area committee, with Mr. L. W. Gupwell as hon. secretary. In the Tunstall sub. area Mr. J. Beresford is chairman, with Mr. H. F. Delves hon. secretary.

To assist the programme of work which the council has before it during the next few months, members have been circularized for information on the following matters : :(a) The appointment of local solidiD52 tors. Names required of those personally known to have special knowledge of transport matters.

(b) Police persecutions. Instances of fines imposed on technical grounds where the expense of travelling is prohibitive, although an appearance would, in many cases, have secured dismissal, and where, when dismissals are obtained, costs are Dot awarded against plaintiffs.

Hauliers often find themselves involved in fines augmented by the fact that before the amount is fixed by the magistrates, all previous convictions of a similar nature are cited. Judgment is often awarded on incorrect legal information, and appeals are made prohibitive because the appellants are required to deposit excessive sums,

greater than is warranted or is claimed from any other class of person. The Association is anxious to collate details of such cases in order to bring them to the notice of the Home Office.

(c) Unsatisfactory drivers. Heavy losses are often incurred by hauliers through the engagement of inefficient drivers, The Association desires to help its members by collating records to which reference may be made by those who wish to employ men.

The members of the Association are guests, with the 0,M.I.T.A., at a luncheon which is to be given by the SA.M. and T. at Olympia on November 10th. The 0.111.U.A. conference will be held on that date, and the council of the L.D.R.H.A. will join in the discussion on the paper.
