European Union (EU) ministers have been asked to include new EU member states Bulgaria and Romania in a convention that would prevent their truck drivers working anywhere in the EU if they were banned while working outside their home countries.

The EU's 1998 Convention on Driving Disqualifications is designed to ensure that drivers from all member states lose their licences if they break enough motoring laws within a foreign EU country. The government where a driving ban is imposed is then required to contact the offender's home state, which should then revoke the offender's driving licence.

However, although Bulgaria and Romania joined the EU in January, this convention has yet to be applied to their driving licence authorities, operators or drivers, who have the right to work and drive anywhere in the EU.

The European Commission has now asked ministers to "determine the date on which these conventions shall come into force for Bulgaria and Romania".

The convention covers disqualifications caused by reckless or dangerous driving; hit-and-run driving; driving while drunk or drugged; refusing to submit to alcohol or drug tests; speeding; and driving while disqualified.

Only where offences are not grounds for disqualification in Bulgaria and Romania could Romanian or Bulgarian truck drivers expect to keep their licences.
