Plans for an inland port to transfer freight off the road in the North West have run into problems. Chris Tindall repor_s.
THE HIGHWAYS AGENCY says development of a port in the North-West has been delayed because the port owner has failed to answer concerns over its impact that date back three years.
Peel Holdings. which already runs Liverpool Port, says its plan for Port Salford. a I:120m inland port on the Manchester Ship Canal, would create 2,000 jobs and cut congestion by providing alternatives to road haulage.
Peel property director Mike Butterworth told the Manchester Evening News that giving the goahead to the development might even prevent the need for road user charging because so much freight would be shifted onto rail and short sea shipping routes. He told the paper: "Yet three and a half years after submitting the application we are still tied up in red tape."
The Highways Agency blames delays on Peel Holdings' failure to answer questions about the viability of the scheme that date back to 2004. An HA spokesman explains: "The Highways Agency does currently have a direction in place restricting the local authority from determining in favour of the developments at Port Salford until the agency is satisfied with the proposals. This is because the agency and the local authority are waiting for detailed technical justification of the scheme from Peel Holdings.
"These concerns, as well as others based around the impact of the scheme on the existing road network, have not, as yet, been answered,
