Which of the following most accurately describes the problem?

■ A livestock haulier who also farmed has been found dead in a barn a week after some of his beef cattle were slaughtered as a result of the foot-and-mouth crisis.

Glyn Lewis, who kept cattle and sheep and ran a small haulage business at Llanfyllin, near Welshpool, is believed to have committed suicide. He was found hanged at Derw Lyn farm; police say there are no suspicious circumstances.

Lewis, who had not been able to use any of his vehicles since the first outbreak, was said to have been very upset when some of his livestock were killed after they had come into contact with infected animals.

Robert Thomas, a friend, says: "I just hope something can be done before anyone else takes their own life." Welshpool is one of the most seriously affected areas in Wales. Lewis, who had lived in the area all his life, was concerned about an outbreak three miles from his farm.

Three weeks ago another farmer from Powys was found dead in what was believed to be a foot-and-mouth related suicide. The body of John Bayliss, 56, was discovered next to a shotgun at his farm in Kerry, Powys.
