Which of the following most accurately describes the problem?

• Shropshire owner-driver Grahame Johnson has won authority to base one vehicle at Picton Cottage, Wykey despite opposition from Oswestry Borough Council and residents, (CM April 12).

The borough council had opposed the application by quoting Shropshire County Council's policy that no development involving heavy goods vehicles should be located where there is easy access to the county's advisory lorry network.

In reserving decision at the public inquiry West Midland Licensing Authority Ronald Jackson said that he might make a partial grant for a limited period while Johnson sought another operating centre.

Following a visit to the site, he has granted Johnson a licence for five years with a condition that the authorised vehicle should enter and depart from the entrance adjacent to Picton Cottage, never from that at Lilac Cottage.
