Which of the following most accurately describes the problem?

FIVE-DAY residential course in management are to be run by the RTITB for body builders and body repairers. The scheme is one that has been agreed between the board and the Vehicle Builders and Repairers Association. The initial courses will be held at the High Ercall MOTEC starting 23rd June, 28th July and 1st November, and will qualify for RT1TB grant.

The idea for these courses was originally put forward by the VBRA on the grounds that their member companies had a need for management training geared to the highly individual requirements of repairers and body builders. The fragmented nature of the industry, the high craft content of the work, the wide pricing flexibility, the seasonal variations of repair work in particular were some of the factors that were seen as taking the industry outside some of the conventional methodologies of management.
