A In 1970/71, out of 651,457 vehicles tested for the first time 215,322 failed to pass (33 per cent), out of 233,486 vehicles retested 24,682 failed to pass (11 per cent). The corresponding figures for 1971/72 were first tested 681,385 (including 153,048 trailers), failed 210,033 (31 per cent), retested 222,799, failed .20,22 (9 per cent). For 1972/73, 690,351 (including 159,788 trailers) were first tested and 182,310 failed (26 per cent), 191,183 were retested and 14,441 failed (8 per cent).
The DoE says that the failure rate currently for motor vehicles with more than two axles is about 35 per cent.
