A In 1970/71, out of 651,457 vehicles tested for the first time 215,322 failed to pass (33 per cent), out of 233,486 vehicles retested 24,682 failed to pass (11 per cent). The corresponding figures for 1971/72 were first tested 681,385 (including 153,048 trailers), failed 210,033 (31 per cent), retested 222,799, failed .20,22 (9 per cent).
