Which of the following most accurately describes the problem?

London Transport's chairman, Sir Richard Way, is known for speaking his mind in no uncertain terms and last week's press conference to launch LT's annual report (detailed elsewhere) was no exception. With his usual skill he parried some none too friendly questions but at one point he rather overdid the frankness. Asked by one journalist what was being done to break up the convoy system which many London bus drivers seem to enjoy so much he began by saying: "Well, there are as many number elevens travelling together now as when I was a boy . ."

'Helped no doubt by.a quick nudge from Ralph Bennett (m.d. of buses) sitting alongside him, he quickly changed tack. Of course, a lot was being done; and Route 11 — always a favourite target of LT snipers because it runs through Fleet Street — was a good example. There followed a quick description of the benefits of the CARLA and BESI bus control systems but somehow they didn't outweigh the effects of that quick unguarded comment.
