S. Harper, of Manchester City Council, vehicle owners in Manchester would be divided into two groups and issued with cards permitting them to park in certain places.
One group would comprise owners of goods vehicles and essential business users of cars. They would be allowed to park for short periods in city streets. Other users would be allowed to park only in outer areas or parks in the centre of the city.
