CIUTSPOKEN censures on the Nor th%a/Western Traffic Commissioners, because of restrictions depriving 'the public of road-transport facilities and because of unreasonable delays in reaching decisions, were passed at a representative conference of coach owners in the area, held in Manchester last week. Constructive proposals were also set forth. In the discussion, pointed reference was made to the assurance given, six months ago, by Mr. W. Chamberlain, the chairman of the Commissioners, that any application for a new or extended road service would receive reasonable consideration. After a lengthy discussion of the position of operators in consequence of the Commissioners refusing applications to operate on special occasions, it was resolved:—

That this conference ference strongly deplores and views with considerable alarm the mal-administration of the Traffic Act in the refusal by the Commissioners of the North-Western Area to grant special-occasion licences in the

case of the semi-final played at Stoke on March 20. The Traffic Commissioners' action definitely deprives the public of facilities which it has previously enjoyed, and in the particular case there were no suitable alternative facilities from the several towns affected . . . ."

Reorganization of the Traffic Area was urged as a remedy for the inconvenience and loss caused to excursion and tour operators, in consequence of the Corpnissioners holding up decisions for a period which is considered unreasonable, and which does not give the operator an opportunity of arranging his business in a proper manner for the forthcoming season. It was recommended that, except in unusual circumstances, a decision be given at the hearing.
