Which of the following most accurately describes the problem?

REFERENCE to Aberdeen Corporation's failure to notify the Commissioners that it did not intend to proceed immediately with operations on the Castle Street coath stance, in connection with the laying of a tramway loop line, was made at a sitting of the Northern Scotland Traffic Commissioners, in Aberdeen, last Saturday. Mr. Henry Riches, the chairman, at the previous day's sitting, alluded to the corporation's conduct as "unfair and discourteous." Mr. Riches said that the Commissioners had carefully considered the whole position, and, whilst not apportioning blame to the transport department of the corporation, they did feel that there was an apparent lack of cooperation between the various depart ments, leading to confusion. The small operator could not be chased off his licensed stance and all arrangements agreed upon could not be dropped because someone, at the last moment, changed his mind.

MORE FREEDOM IN BLACKPOOL.

AST week, a Blackpool Chamber of LaTrade deputation and the mayor and town clerk agreed that coach parties coming to Blackpool shall be given permission to proceed to a specific hotel or restaurant where meals have been booked, provided that notice as to time and date has been given to the chief constable. The agreement has to come up for approval by the town council and the Chamber of Trade. It doer not settle the long agitation, but it is a step towards the solution of a difficult situation (writes a Lancashire correspondent). The agreement mentions clearly the carrying of passengers to the chosen destination, but says nothing about collecting them.
