Which of the following most accurately describes the problem?

In our issue for last week we gave brief details of the report of the Northern General Transport Co., Ltd., for the year ended December 31st last, and at the 13th ordinary general meeting of the company, at which this report was unanimously adopted, Mr. R. J. Howley, C.B.E., Kinst.C.E., the chairman, presided. It was mentioned that the company's activities during the year had been much affected owing to the fact that the two principal industries of the area served by its vehicles

—shipbuilding and coal-mining—had been at a standstill for a considerable portion of the year. This factor is reflected in the net traffic receipts and other revenues, which were down by £21,995 as compared with the previous year.

Mr. Howley had something to say concerning the competition with which the company has to contend and made it clear that it is much troubled by the incursions of competitive vehicles, some of which do not run to fixed time-tables. Licensing authorities in the area, however, recognize the unfairness of competition of this kind and are doing their hest to prevent it, although they are bound to find difficulty in so doing.

During the past year the company opened several new routes, and such has been the success of its bus station at Gateshead that plans are now in hand for the erection of a similar station in Durham. Mr. Howley mentioned that last year the company paid over £13,000 in licence duties.
