Which of the following most accurately describes the problem?

IT IS TO be hoped that bus crews have benefited by last years' five per cent reduction in recorded robbery and other violent theft in London. They should find greater security also in the plan for policemen to jump on and off buses as part of normal beat patrol duties. A limited experiment of this kind has already shown some success.

With 950 officers transferred from central departments to street duty, and with the recruitment of 200 additional police authorised by the Home Secretary, London should become less attractive to the thugs who prey on the defenceless, including bus crews.
