Which of the following most accurately describes the problem?

ALTHOUGH the French Government is repeating its ban on the carriage of groups of more than 15 children on coaches on all French roads from 3pm on Friday July 27 to 30 on Saturday, July 28 and 3pm on Friday, August 3 to 3pm on Saturday, August 4 this year there are certain exemptions.

The ban does not apply to normal scheduled or shuttle coach services on which children are travelling as passengers with their parents.

Local excursions by British coaches already in France are also exempted providing that such excursions take place within the area of the departement in which the journey starts or its adjacent departement.
