Which of the following most accurately describes the problem?

GLASGOW Transport Department . intends to experiment with a single-deck trolleybus of Continental design, carrying about 28 passengers seated and about 40 standing, with a rear entrance and front exit. Entrance and exit doors would be electrically controlled. Passengers would pay as they entered.

The hire of the vehicle from a company which would collaborate in its design with the transport department, was approved, last week, by the transport committee. It was stated that the new vehicle might be particularly useful at peak periods, both in the quicker handling of crowds and in the effective collection of fares. As regards the large number of standing passengers. it was suggested that many people would rather stand than be compelled to wait_ longer in a queue. The committee also approved the introduction of trolleybuses on two more routes.
