Which of the following most accurately describes the problem?

WITH JUST 19 DAYS to go until the C:hancellor unveils the emergency Budget, the Road Haualge Association (RHA) has called for the government to stabilise the price of fuel and guarantee funding for roadside enforcement.

In its submission to the Chancellor, ahead of the emergency Budget on 22 June, the RHA says the government should follow through on the Conservative manifesto promise to introduce a fuel-price stabiliser.

Furthermore, it is looking for assurances that VOSA's budget for roadside enforcement will survive government budget cuts this year and continue at current levels in the future.

Jack Semple, director of policy at the RHA, says: "Clearly for the government it is early days and we need to understand where they are coming from, "We are very keen to hear more about the fuel-duty stabiliser, but we are keen for them to use whatever method they can to stabilise the fuel price to bring us more in line with the EU."

He adds that VOSA's relatively small budget delivers far greater value-for-money for the industry to protect operators in the UK from those who "'lout the rules, endanger road safety and undermine law-abiding operators".
