The LA referred to the vehicle being required for examination before the licence was renewed and of having received a report from the vehicle examiner that it was just not being produced. Much later it was intercepted, found to be in a poor state, and a GV9 was issued. He reminded Mr. Hand that vehicle examiners were busy men.

In granting the application Mr. Hodgson asked to be furnished with an amended normal user and told Mr. Hand they might lose the licence if there was any repetition of the happenings. He said he hoped Mr. Edward Jones had frightened them—suitably.
