Which of the following most accurately describes the problem?

WHEN a* driver of a brewery lorry was fined £10 by Bromyard magistrates last week for having an unsecured load, the chairman said that he was sorry that representatives of the brewery company were not present in court, as they were as responsible as the driver.

A woman motorist testified that the lorry approached and swerved to avoid her, with a result that several crates of empty beer bottles fell off. One crate hit her car, bringing it to a stop.

The driver, who pleaded guilty, said that he had not been issued with a sheet or rope to secure the load. These had now been provided. The chairman said that he thought the company should pay the man's tine.
