Which of the following most accurately describes the problem?

Those who have had painful experience of the bad state of many of the roads running through Leicestershire will welcome the intelligence that a comprehensive scheme of reconstruction is to be undertaken by the county authorities. Proposals have been submitted to the Road Board for the expenditure during the ensuing year of £56,405 for ordinary maintenance and £21,466 for special work. In the event of the scheme ',mine approved, a grant of 227,466 will being payable from the

Government fund. The reconstruction scheme, when completed, is estimated to

cost £155,000. Great difficulty in obtaining necessary men and materials for the work was brought to the notice of the County Council at its last meeting, the pressing necessity for speeding-up the work being emphasized by the statement that there are hundreds of thousands of pot-holes in the roads.
