Which of the following most accurately describes the problem?

One of the reasons why benzole is not so, readily obtainable by motor vehicle -6wners is simply the delay on the part of customers and railway companies in returning the empty packages. The producers of benzole have, in their opinion, quite sufficient drums and tine for the traffic in the fuel, and could move the whole of their production, but experience this difficulty, with the packages at every turn. A drum should average an outward journey per month and two-gallon tins a greater number. In actual fast the packages take three months— obviously most unfair treatment on the part of users, and one which is reacting on their own interests. Tins cost 3s. now to make, and the benzole producers would we suggest accelerate the movement of these packages if they instituted the practice common with petrol distributers of charging the value of the tins as a deposit.
