Which of the following most accurately describes the problem?

II Logistics specialist Christian Salvesen is launching a mobile training unit to ensure its drivers comply with new dangerous goods regulations coming into force in March.

The classroom will be used to provide ADR qualifications for up to 75 employees a year at sites involved in transporting paints, chemicals and other dangerous goods.

Changes to the regulations mean more loads come under their scope partly because the UK's current packaging size thresholds will be eliminated (CM12-18 June).

Salvesen has been awarded City & Guilds accreditation for the 40ft unit, which has a classroom and audiovisual and presentation facilities.

Keith Robson, the company's director of transport services, says: "Compliance with the new regulations is set to become a significant challenge for some manufacturers in the early part of next year. Accreditation means Christian Salvesen is well-placed to meet the needs of these customers efficiently and cost-effectively" The company's industrial division currently has 750 drivers with ADR qualifications. The mobile unit will be used to supplement its existing training facilities.
