Which of the following most accurately describes the problem?

• HGV drivers in Gloucestershire will be fined £20 if the police spot them using mobile phones in moving vehicles.

The county police started to crack down on mobile phone users last week, targeting the A417 Gloucester-Swindon road at Cirencester. They stopped 15 vehicles; nine car drivers were fined .£20 for not being in proper control of their vehicles.

PC Gary Shellard warns that HGV drivers will be among the targets. "The method we used in this campaign was to place a spotter at the junction," says Shellard. "He then contacted motorcycle traffic officers ahead to stop errant drivers. But his method meant the spotter could not see into HGV cabs."

Shellard says different methods will be used to catch HGV drivers who phone on the move.
