Which of the following most accurately describes the problem?

• Timoney Technology was set up 30 years ago by Professor Seamus Timoney, of the engineering faculty of University College Dublin. The firm is really a research and development company, which specialises in prototypes and advanced engineering systems, rather than a high-volume manufacturer. As well as the axles and trucks Timoney is involved in a range of other projects, from a low-ground-pressure threewheeler for golf course maintenance to developing fuel cells for the European Arianne space rocket programme. The company is also the Irish distributor and service agent for Detroit Diesel engines, Allison and ZF transmissions.

Timoney first developed the independent suspension system 17 years ago, initially fitting it to armoured cars for the Irish Army and then building airport fire tenders. Business development manager Neil Murray recalls: "Nobody wanted to buy the axles so we started making the whole vehicle." This certainly produced interest but orders soon exceeded Timoney's limited capacity so in 1992 the axles and suspension system were licensed to Rockwell, which now provides worldwide buck-up.
