Which of the following most accurately describes the problem?

THE FAILURE to reach a decision on a Dorchester by-pass, first planned 30 years ago, has been condemned as a "pathetic example of Britain's inept approach to planning" by the British Road Federation.

Following a public inquiry into the scheme, Transport Ministers have ruled that further information should be collected before the go-ahead is given.

BRF director Kenneth Cannell said: "The move to hold back now typifies the indecisive approach to planning that has dogged so many other projects over the same period."

Traffic travelling on the south coast route to the West Country has to go through Dorchester, causing congestion at peak hours. Previous attempts at diversions proved unsatisfactory.

"The solution to all these problems was recognised 30 years ago. The delays have gone on too long already. The Gov ernment must now make a decision on the route and quickly carry through its promise to provide a suitable by-pass," Mr Cannell added.
