Which of the following most accurately describes the problem?

• An application by J and H Transport Group Ltd for an A licence for two rigids at 10-ton 6cwt and seven artics at 62-ton 6cwt to be based at Gotham in the East Midland traffic area, has been withdrawn. The normal user applied for was "general goods, Great Britain", and the grant would have meant the surrender of an existing Contract A licence.

A spokesman for J and H told CM that the application—due to have been heard on Friday at Nottingham and which had attracted seven objectors—had been withdrawn the previous day because "customers' requirements had changed". He said a fresh application had now been made which, he thought, would attract less objection.
