IN a written decision, Mr. S. W. Nelson, I the Western deputy Li ce fl si n g Authority, has refused the application of Main Road Haulage (Chiswick) Ltd. for a new 12-vehicle A licence to operate from St. Austell, Cornwall (The Commercial Motor, March 13, May 8, June 12).
During the course of the hearing, which occupied six days, the normal user was amended from its original wider scope to: "Mainly granite chippings from Cornwall to London, South Eastern Counties and Stoke-on-Trent."
The deputy L.A. said that the appli
cation was a substantial one for a newcomer; he had to arrive at a decision based largely on the evidence of need and the rebuttal of that evidence. There were 78 objectors, including British Railways and British Road Services.
Requirements of the applicant's customers could be met substantially under existing arrangements, said Mr. Nelson. The transfer of traffic, including return loads, at present carried by rail and existing road services to new vehicles of the applicants was not in his view justified by the evidence and would undoubtedly result in an excess of facilities.
