Which of the following most accurately describes the problem?

BAKERS Transport (Southampton) Lid. partly succeeded on Monday in a bid to license six 111-ton articulated/ independent trailers to carry 25-ton drums of cable for their principal customer. Pirelli General Cable Works Ltd. At an earlier hearing Pick fords Ltd., who, with Hill and Sons (Botley and Denmead) Ltd. and 1-1. Webb and Son (Marchwood) Ltd. objected, had contended that, the cable could be safely carried on the companies' existing trailers. (The Commercial Motor, May 8.)

After hearing submissions, the South Eastern deputy Licensing Authority, Mr. A. C. Shepherd, said that the evidence fell short of that which would entitle him to grant the six trailers. Instead he granted three "articulated/independent, all types" in substitution of three of the heaviest flat trailers operated by Bakers, Bakers had based their' case on public safety and the future increased demand in the autumn created by the new Pirelli extensions.

Mr. M. H. Jackson-Lipkin, for the applicants, criticized Pickfords for objecting. Pirelli was not Pickfords' customer —B.R.S. Ltd. shared in the traffic, and it was significant that they had not objected.
