Which of the following most accurately describes the problem?

A N investigation is now being made into additional road routes for very heavy loads. Announcing this in the Lords this week, Lord Chesham, Parliamentary Secretary to the Ministry of Transport, said that as soon as the information was received from industry, Mr. Marples would consider what further steps should be taken to deal with the problem of moving heavy indivisible loads.

Lord Chesham added that Mr. Marples was aware of the difficulties and had been in touch with the abnormal loads committee of the Conference of Heavy Engineering Industries which had undertaken to give him a comprehensive and detailed picture of the needs they had. Lord Chesham said that in future plans he would not rule out the use of any form of transport which might be useful in the circumstances.
