Which of the following most accurately describes the problem?

CUTS of more than 20 per cent in the rate for hauling coal from Staffordshire pits to North Wales have been notified to a leading coal merchant and road transport cOntractor in North Wales, who has been told by the National Coal Board that it is bringing out a new scale of allowances which are planned to come into operation on August 1. He claims that for a 140-mile load the Board is to allow 29s. 7d. per ton, from which 4s. 6d. per ton is to be deducted for loading, leaving approximately 25s. per ton for haulage. This is at present being operated at 37s. 6d. a ton, again with the 4s. 6d. deduction to 33s. a ton for haulage only. Under the new rates the reduction would amount to more than 20 per cent.

It is understood that, on the initiative of this operator, a meeting of coal merchants and hauliers in the North Wales area is being arranged to discuss these proposed new rates by the N.C.B.
