"BEDDRE I can contemplate a substantial increase in expenditure on new roads, I must be satisfied not only that it would not divert resources from primary objectives, such as exports, defence and agricultural production, but also that I can accommodate the financial burden having regard to the level of other Government expenditure."
The Chancellor of the Exchequer gave this reply to a question put by Mr. Erroll last week.
