REPRESENTATIVES of six county boroughs, 10 municipal boroughs, 19 urban districts, and five rural districts, the administrative area of which 55 bounded by Preston, Wigan, Bolton, Bury, Todinorden, Colne and Clitheroe, recently attended a conference for the purpose of considering the question of forming an advisory committee for the area in connection with the licensing of motorbuses.

A memorandum had been prepared by the deputy /226 town clerks of Blackburn and Burnley dealing with (a) existing general legislation; (b) the difficulties at present experienced; (c) the joint committee. The present system of licensing was purely lecal and was entirely inappropriate, as most of the buses were used on services extending through the areas of many local authorities. Moreover, the progress likely to be made in bus services would make the question more difficult.

He then g,avz., certain details to indicate the progress made with bus services in Blackburn. The first service was commenced in February, 1921, and at present there are 29 services. The number of buses leaving Blackburn is 763 on Mondays, Tuesdays, Thursdays, and Fridays, 926 on Wednesdays, an 042 on Saturdays.

Last February the Blackburn Co poration received applications ft licences in respect of 25 additional se vices. Many affected other towns the vicinity of Blackburn, and .befo: the council considered the applicatiol it consulted the other authorities.
